Severance runway maths: when a certification is the wrong spend
I have a severance cheque and a vague instruction to reskill, and I cannot tell whether I can afford the fee or the four weeks of studying.
Short answer
Count your runway in weeks before you count anything else. If your severance plus unemployment insurance plus savings covers less than about three months of your actual outgoings, a certification is the wrong purchase right now, because the fee is small but the study weeks are not. Above roughly six months of runway, a credential that matches live job postings in your area becomes a reasonable use of time you were going to spend searching anyway.
Divide your total available cash by your monthly outgoings and you get a number of weeks. That number decides this, not the price of the exam. A foundational cloud exam costs 100 US dollars at AWS and 99 dollars at Google Cloud, which is trivial next to rent. The expensive part is study attention that competes with applying, interviewing, and taking interim work. No published source measures that, so treat the study weeks below as our planning assumption rather than as data. Median unemployment duration was 10.5 weeks in July 2026 and the mean was 24.9 weeks, so the search itself is not short. This page puts weeks of money and weeks of credential on the same sheet of paper.
Count runway in weeks before anything else
Write down four numbers. First, severance, after tax and after any lump sum withholding. Second, cash savings you are genuinely willing to spend. Third, your weekly unemployment insurance benefit and the number of weeks your state will pay it. Fourth, your actual weekly outgoings including rent or mortgage, food, utilities, transport, minimum debt payments, and health coverage. Add the first three, divide by the fourth, and you have your runway in weeks. Do this in weeks rather than months, because unemployment insurance is paid weekly and job offers arrive on a weekly rhythm too. Months hide a fortnight of slack that turns out to matter. One warning on the arithmetic: unemployment compensation is taxable income and you generally must include all of it in income, per IRS Topic 418. If you did not elect withholding on Form W-4V, set aside a share of every payment or you will find the bill next April. Severance can also delay when benefits start in some states, because state law decides whether a dismissal payment counts as wages that postpone a claim. File your claim the week you are separated anyway. The agency will tell you what your state does, and filing late almost never helps.
Your state decides most of your runway, and the range is enormous
The single biggest variable in your runway is a rule you did not choose. The Department of Labor's Employment and Training Administration publishes Significant Provisions of State Unemployment Insurance Laws, and the January 2026 edition shows how far apart states sit. Washington caps the weekly benefit at 1,152 dollars. Mississippi caps it at 235 dollars. That is a factor of nearly five for the same job loss. Duration varies just as much. Most states pay up to 26 weeks, but Florida's schedule runs 9 to 12 weeks depending on base period wages and the state unemployment rate, Arkansas runs 9 to 12, and Alabama pays 14. Oklahoma pays a flat 16 weeks. So a worker in Florida on the maximum weekly amount of 275 dollars is looking at a very different sheet from a worker in Washington. Before you plan anything, look up your own state's two numbers in that PDF: the maximum weekly benefit amount and the benefit weeks payable. Those two numbers, plus your severance, are your runway. A person with 12 weeks of benefits at 275 dollars is in a different decision from a person with 26 weeks at 1,152, and no general advice about reskilling can be right for both.
The bill most people leave out of the calculation
Health coverage is the line that wrecks runway estimates. Under COBRA, the plan may charge you the entire premium plus a 2 percent administration charge, up to 102 percent of the cost to the plan, and the Department of Labor states this plainly. The reason it feels shocking is that your employer was quietly paying most of it. KFF's 2025 Employer Health Benefits Survey put the average annual premium for family coverage at 26,993 dollars, of which workers contributed 6,850 dollars from their paychecks. The rest was the employer's share, and on COBRA that share becomes yours. Run the multiplication on your own plan documents rather than on averages, but understand the shape of it: a household paying a few hundred dollars a month can be quoted well over a thousand. The DOL's employee guide to COBRA says your plan must give you at least 60 days to choose whether to elect, and at least 45 days after electing to make the first premium payment, so you do not have to decide in the first week. Losing job based coverage also opens a special enrollment window for the Health Insurance Marketplace, where a premium tax credit may apply. One trap the same guide flags: if you terminate COBRA coverage early with no special enrollment opportunity available at that time, you generally wait until the next open enrollment period to enrol through the Marketplace or another group plan. Price both before you elect either. This decision moves more weeks of runway than any exam fee will.
What a certification costs, stated in weeks
Exam fees are published and small at the entry level. AWS lists 100 US dollars for foundational exams, 150 for associate, and 300 for professional and specialty. Google Cloud lists 99 dollars for the standard Cloud Digital Leader exam. Microsoft does not publish a single dollar figure for the AZ-900 exam on its certification page, stating only that price depends on the country or region where the exam is proctored, so check the Pearson VUE checkout for your country rather than trusting a blog. CompTIA A+ requires passing two separate exams, Core 1 and Core 2, so budget two vouchers rather than one. At the professional end the numbers change character: ISC2 lists the CISSP exam at 749 US dollars in the Americas, with a 50 dollar reschedule fee and a 100 dollar cancellation fee. Now convert to weeks. AWS requires a 14 calendar day wait after a failed attempt and full payment for every attempt. The study time is the part nobody publishes. We assume four to six weeks of evening study for someone with no prior exposure; that is a planning figure we chose, not a measured one, so substitute your own if you know better. A failure adds two weeks of waiting plus another fee plus whatever restudy you need. So on that assumption the honest price of an entry level cloud certification is not 100 dollars. It is 100 dollars plus about five weeks, with a plausible tail of nine weeks and 200 dollars once a retake is priced in. The fees are sourced; the weeks are an estimate. Compare that tail against your runway number, not against your bank balance.
How long the search actually takes
The two duration statistics people quote are both from BLS Table A-12, and they disagree because they measure different things. In July 2026 the median duration of unemployment was 10.5 weeks seasonally adjusted, while the mean was 24.9 weeks. The median describes the typical spell. The mean is dragged upward by a long tail: 25.5 percent of unemployed people had been out 27 weeks or more. Plan against the tail, not the median, because the tail is where runway runs out. For people who lost a long held job specifically, the BLS Displaced Workers Summary released on 27 August 2026 covers workers displaced between January 2023 and December 2025. Of the 3.3 million long tenured displaced workers, 66.1 percent were reemployed by January 2026. The pay news is worse than the placement news. Among reemployed full time wage and salary workers who reported earnings on the lost job, about 49 percent were earning as much or more than before, down from about 62 percent in the January 2024 survey. Reemployment also falls with age: 72.9 percent for ages 25 to 54, 57.3 percent for 55 to 64, and 38.6 percent for 65 and over. If you are over 55, budget more weeks.
The bridge job, and the study that complicates it
The standard advice when runway is short is to take any job that pays and keep searching. On pure arithmetic that is right, because a bridge job converts weeks of burn into weeks of neutral or positive cash flow, and weeks are the resource you are short of. There is a real finding that cuts against it, and you should know about it before you take advice from anyone who does not. Farber, Silverman, and von Wachter ran a resume audit study, published as NBER Working Paper 21689 and later in the RSF journal, sending 12,224 applications to 4,594 administrative support postings. Two results matter here. First, unemployment duration itself did not reduce callbacks: resumes showing 0, 4, 12, 24, and 52 weeks unemployed drew statistically indistinguishable callback rates, with a p value of 0.53. Second, in rounds 3 and 4 of the experiment, the rounds that carried the interim job treatment, adding a low level interim job unrelated to the target role reduced the callback rate from 9.8 percent to 8.5 percent, a 1.3 percentage point drop that was statistically significant at p equals 0.038. That study covered college educated women applying for administrative support roles, so do not over generalise it. But it means the case for a bridge job is a cash case, not a resume case, and it also means the fear that a visible gap is killing your applications is weaker than the internet claims. Take the bridge job for the money. Do not take it expecting it to help the resume.
Under three months of runway: do not buy the certification
Below about 13 weeks of runway, the certification loses on every dimension that matters. The fee is survivable but the attention is not, because study hours come out of the same evenings you would spend applying and preparing for interviews, and the credential produces nothing until you pass. If you fail, AWS makes you wait 14 days and pay again, so the downside is measured in weeks you do not have. In that position the ordered list is: file your unemployment claim immediately, price Marketplace coverage against COBRA before electing either, cut the two largest discretionary lines this week rather than next month, apply broadly including to roles below your last title, and take interim work when the offer arrives. If a credential genuinely gates the roles you are targeting, look at who else might pay for it before you do. Dislocated worker funding through your state workforce board, employer tuition benefits at a bridge employer, and veteran benefits all exist, and the search cost of an afternoon is much lower than the cash cost of a voucher. Between roughly three and six months of runway, the rule is conditional: only buy the exam if you can point at live postings in your metro that name that exact credential, and only if you can finish inside four weeks. Above six months, the calculation flips, because you have time you were going to spend searching anyway.
If your runway is long, pick the credential from the job postings
With six months or more of cover, the question changes from whether to what. Do not pick the certification with the best marketing. Open 20 current postings for the job you actually want, in the city you actually live in, and count how many name a specific credential. If a name appears in fewer than a quarter of them, it is not gating your applications and you are buying reassurance. If it appears in most of them, you have found a filter you can clear for 100 to 300 dollars. Prefer the cheapest credential that clears the filter, because the entry level cloud exams cost 99 to 150 dollars while the senior security ones cost 749, and the senior ones also carry experience requirements that a career changer will not satisfy on paper. Then set a fixed date. Book the exam before you start studying, so the deadline is external rather than aspirational. Keep applying at full rate the entire time. The audit study evidence says a longer gap on its own is not what is stopping the callbacks, so the credential is worth doing on the merits of the filter it clears, not as a fix for a gap that the data does not show is hurting you.
What this does not fix
This post will not tell you that any certification shortens a job search, because no source cited here measures that. The BLS duration figures describe all unemployed workers, not certificate holders, and the callback audit study covered administrative support roles only. What the numbers support is a spending decision under a time constraint, nothing more.
Where an exam fits
- AWS Cloud Practitioner, if you have six months of runway and local postings name AWS by name
- Azure Fundamentals (AZ-900), if you have cleared the three month runway test and the employers you are targeting run on Microsoft rather than AWS
- Google Cloud Digital Leader, if you have cleared the three month runway test and are moving into a sales or delivery role next to a cloud team rather than into engineering
- CompTIA A+, if you have cleared the three month runway test, need a help desk role that pays now, and can absorb two exam vouchers instead of one
Common questions
How long will my severance actually last?
Divide your severance plus usable savings plus total unemployment benefits by your weekly outgoings, and you get your runway in weeks. The largest swing factor is your state: maximum weekly benefits run from 235 dollars in Mississippi to 1,152 dollars in Washington as of January 2026, and benefit weeks payable range from 9 in Florida's lowest bracket to 26 in most states.
Should I get a certification while I am on severance?
Only if your runway is longer than about three months and live postings in your area name that credential. Below that, the study weeks compete with applying and interviewing, and the credential produces nothing until you pass.
Does a gap in my resume hurt my chances?
Less than most advice claims. Farber, Silverman and von Wachter sent 12,224 resumes showing 0, 4, 12, 24 and 52 weeks of unemployment to administrative support postings and found no significant difference in callback rates, with a p value of 0.53.
Should I take a lower level job while I search?
Take it for the cash, not for the resume. The same audit study found that adding a low level interim job unrelated to the target role reduced the callback rate from 9.8 percent to 8.5 percent, a statistically significant drop. The money case is still usually the stronger one when runway is short.
Do I have to take COBRA?
No. COBRA lets a plan charge up to 102 percent of the plan's cost, and losing job based coverage also opens a Marketplace special enrollment window where a premium tax credit may apply. You have at least 60 days to elect COBRA and at least 45 days after electing to make the first payment, so price both first.
What does an entry level cloud certification really cost?
AWS lists 100 US dollars for foundational exams and Google Cloud lists 99 dollars for Cloud Digital Leader, but the real cost includes study weeks and the retake tail. AWS requires a 14 calendar day wait after a failure and full payment for every attempt.
Is unemployment insurance taxed?
Yes. The IRS states that unemployment compensation is generally included in income. You can request federal withholding using Form W-4V, or set money aside yourself, otherwise the bill arrives at filing time.
